Unfortunately, any i OS device, including the i Phone, i Pod Touch, and i Pad, cannot use web-based chat room clients.A group i Message is a message sent to a group rather than just one recipient. So, if you are in a group message, you can block a user and you will not see their replies in the group message.For those devices that can updgrade to i OS 7, this is a welcome change!

Most of these type of clients, including the ICQ web chat client, uses Adobe Flash Player.
Flash Player is not supported by any i OS device due to conflicts made between Apple and Adobe.
So, in summary, no, the i Pad will not allow you to go on the ICQ web chat.
As far as I know, the only current smart-phone/mobile device that supports Flash Player is any Android device, but that's not the case here.
